Summary

On May 17, 2021 Alabama terminated its involvement with the Enable program and launched its own ABLE program called the Alabama ABLE Savings Plan. The plan is administered by the Alabama State Treasurer and will be the Official ABLE Plan of Alabama. The plan is established pursuant to the Alabama ABLE Act, §16-33C-1 through 25, Code of Alabama, as amended. The plan is designed to be a "qualified ABLE program" under Code Section 529A, which status permits a beneficiary of an ABLE Account established under the plan to make tax-free withdrawals to pay for qualified disability expenses under certain circumstances.

The manager for the Alabama CollegeCounts 529 Fund direct-sold savings program changed from Van Kampen to Union Bank and Trust Company in August 2010. It features age-based, static and individual fund portfolio options using mutual funds from multiple fund firms.

Alaska 529 (previously known as University of Alaska College Savings Plan) is a direct-sold 529 savings plan. The plan features both enrollment-based and static portfolios, along with an additional portfolio called the University of Alaska Portfolio providing special benefits to future University of Alaska students along with a very low expense ratio. Alaska residency is not required to participate in this T. Rowe Price-managed program.

The Alaska ABLE Plan is offered through the National ABLE Alliance. The plan is established under the Alaska ABLE Savings Program Act and Section 529A to provide financial accounts for individuals with disabilities. The Alaska ABLE Plan is created within the Alaska Department of Revenue, which is the state agency responsible for implementing and administering the Alaska ABLE Plan.

T. Rowe Price and John Hancock have teamed up with Alaska to offer the John Hancock Freedom 529 advisor-sold 529 savings program. It features enrollment-based and static portfolios utilizing mutual funds from over 20 asset managers.

T. Rowe Price College Savings Plan is a direct-sold plan that offers eight enrollment-based portfolios and six static portfolios. The investment portfolios offered by the plan utilize T. Rowe Price mutual funds. Plan participation is open to residents of any state.

AZ ABLE

Arizona

The State of Arizona has partnered with the State of Ohio to offer AZ ABLE, a program that offers the STABLE Account Plan to eligible Arizona residents. The STABLE Account Plan is established pursuant to Ohio law (Ohio Revised Code §113.50-§113.56) in accordance with Section 529A, and is structured and operated by the Ohio Treasurer's Office and its Service Providers. HB2388 is the legislation that establishes the Arizona ABLE Act program, AZ ABLE. The Arizona Department of Economic Security administers this program.

AZ529, Arizona's Education Savings Plan is a Fidelity-managed 529 plan follows the same approach as other Fidelity plans in Connecticut, Delaware, Massachusetts and New Hampshire. It features three age-based options; one using Fidelity Series actively managed funds; one using Fidelity Series index funds; and a third using a combination of the two. The plan also offers 10 static options, one option that invests in an interest-bearing deposit account, and a stable value option that invests in a separately managed account that may invest in individual securities or Fidelity mutual funds and investment contracts issued by third-party insurance companies or banks.

College Savings Bank, a Division of NexBank offered two FDIC-insured options as part of the AZ529, Arizona's Education Savings Plan: (1) fixed-rate CDs with one-year, two-year or three-year maturities; and (2) the CollegeSure Honors Savings Account, a high-yield savings account. The plan ceased offering InvestorSure CDs and CollegeSure CDs to investors as of August 2, 2016 and October 21, 2016. InvestorSure CDs and CollegeSure CDs issued prior to those dates continue to be managed and serviced by College Savings Bank until their maturity dates. Effective Nov. 1, 2021, College Saving Bank will no longer be accepting new accounts or the purchase of new products for the AZ529, Arizona's Education Savings Plan. Additionally, no deposits to existing accounts will be accepted after Feb. 1, 2022. Any College Savings Bank CD accounts will be serviced through their full maturity, regardless of the change. All Honors Savings Accounts will continue to be serviced through College Savings Bank until at least November 30, 2022, when they will be transitioned to Fidelity Investments.

Arizona's Goldman Sachs 529 Plan is an advisor-sold 529 savings program that features eleven year of enrollment funds, five target-risk funds and 15 individual-fund portfolios invested in Goldman Sachs mutual funds.

AR ABLE

Arkansas

The Arkansas ABLE Plan is offered through the National ABLE Alliance. The program is established under the state's ABLE legislation and Section 529A and administered by the Office of the Arkansas State Treasurer. It allows an account owner to save for qualified disability expenses without disqualification from federal benefits.

The team of Ascensus College Savings and The Vanguard Group manages the Arkansas Brighter Future Direct Plan, featuring target enrollment portfolio and static portfolio options utilizing Vanguard mutual funds, and an FDIC-insured savings option. Accounts can be linked to the Upromise rewards service.

Arkansas' Brighter Future Advisor Plan from BlackRock is comprised solely of iShares ETFs and offers 7 year-of-enrollment portfolios, 4 asset allocation options, and 17 individual portfolios. These 21 portfolios can be mixed and matched or used independently of one another to achieve the investment allocation desired. Accounts can be linked to the Upromise rewards service.

CalABLE

California

CalABLE is offered by The California Achieving a Better Life Experience (ABLE) Act Board. Assets in CalABLE are held in the CalABLE ABLE Program Trust for which the Board serves as the trustee. TIAA-CREF Tuition Financing serves as program manager. The plan offers three target risk investment options and one FDIC-Insured portfolio.

California's ScholarShare 529 is available to residents of any state. It offers a variety of investment options from TIAA-CREF, T. Rowe Price, Vanguard and others. While California does not offer a state tax deduction for contributions to the plan, Scholarshare allows contributions of any dollar amount, making it easy to get started.

The Colorado ABLE Program is established under the state's ABLE legislation and Section 529A and implemented by CollegeInvest, a not-for-profit division within the Colorado Department of Higher Education. It allows an account owner to save for qualified disability expenses without disqualification from federal benefits.

The team of Ascensus Broker Dealer Services, Inc. and The Vanguard Group manages the Colorado Direct Portfolio College Savings Plan. It features age-based and static portfolio options utilizing Vanguard mutual funds. Accounts can be linked to the Upromise rewards service.

Colorado's Scholars Choice Education Savings Plan (formerly known as Colorado Scholars Choice College Savings Program) is sold exclusively through advisors. The plan's management changed from Legg Mason to TIAA-CREF Tuition Financing, Inc. in July 2021. The plan features enrollment year, target allocation, and individual fund portfolio options.

Colorado's Smart Choice College Savings Plan offers two FDIC-insured options through FirstBank: a one-year time savings account and a money market savings account.

The CollegeInvest Stable Value Plus College Savings Plan was created to protect principal and guarantee a minimum annual rate of return under a funding agreement with Nationwide.

ABLE CT

Connecticut

The ABLE CT Program is offered through the National ABLE Alliance. The program is created under Connecticut Public Act 15-80 which was passed in 2015 to authorize the establishment of savings accounts empowering individuals with a disability and their families to save private funds to support the individual with a disability and to provide guidelines for the maintenance of such accounts.

The Connecticut Higher Education Trust (CHET) Advisor Plan is managed by Fidelity Investments. Fidelity offers the CHET Advisor 529 Plan through brokers, utilizing Fidelity Series funds in its age-based and static portfolio options, and Fidelity Advisor funds in its individual fund portfolio options.

DEPENDABLE

Delaware

Delaware's DEPENDABLE ABLE Plan is offered through the National ABLE Alliance. DEPENDABLE is established under the Enabling Legislation and Section 529A of the federal tax code to encourage and assist individuals and families in saving personal funds for the purpose of supporting individuals with disabilities to maintain health, independence, and quality of life. DEPENDABLE is administered by the Delaware Plans Management Board pursuant to state legislation. The Board receives administrative support from the Delaware Office of State Treasurer.

DC ABLE

District of Columbia

The DC ABLE Program is offered through the National ABLE Alliance. The program is created under the District of Columbia's ABLE Program Trust Establishment Act of 2015 to authorize the establishment of savings accounts empowering individuals with a disability and their families to save private funds to support the individual with a disability and to provide guidelines for the maintenance of such accounts.

DC College Savings Plan

District of Columbia

The DC College Savings Plan is managed by Ascensus College Savings. Ascensus succeeded Calvert Investments as program manager in March 2017. The plan features a menu of age-based and static portfolio options utilizing investments from BlackRock, Vanguard, Loomis Sayles, JP Morgan, Dimensional Fund Advisors (DFA), Schwab, and Ameritas Life. The program was formerly sold nationally through financial advisors and on a load-waived basis to District of Columbia residents. The plan is now sold nationally on a direct-sold basis only.

ABLE Accounts encourage individuals with a disability and their families to save private funds to support health, independence, and quality of life. In July 2015, the State of Florida created Florida ABLE, Inc. (d/b/a ABLE United) a registered not-for-profit and direct support organization of the Florida Prepaid College Board to administer the ABLE United Program.

The largest and longest running prepaid tuition program in the country, the Stanley G. Tate Florida Prepaid College Program has helped over one million Florida families save for college and lock in the future cost of attending Florida's public institutions. The value of the plan can be used at any qualified institution nationwide.

The Florida 529 Savings Plan is administered by the Florida Prepaid College Board. In September 2019 the Board enhanced the plan with expanded investment options, reduced fees, and additional investment managers. In 2022 the Board converted the age-based option to enrollment year funds that automatically reallocate quarterly within each fund. As a result, the plan currently offers 20 enrollment year options (each year represents an estimated time for when the funds will be needed), six static options (predesigned based on investment goals such as growth or income), and 15 individual funds (for more sophisticated investors who want to do it themselves).

The State of Georgia has partnered with the State of Ohio to offer Georgia STABLE, a program that offers the STABLE Account Plan to eligible Georgia residents. The STABLE Account Plan is established pursuant to Ohio law (Ohio Revised Code §113.50-§113.56) in accordance with Section 529A, and is structured and operated by the Ohio Treasurer's Office and its Service Providers.

The Georgia Path2College 529 Plan, a TIAA-managed 529 savings program, features a year of enrollment track with 10 portfolios and six static investment options including a Principal Plus Interest Portfolio with a minimum effective annual interest rate between 1% and 3%.

Hawai'i has partnered with the State of Oregon and their ABLE for ALL Savings Plan. The National Program ABLE for ALL Savings Plan is available without regard to the beneficiary's state of residence. The Hawai'i ABLE Savings Program is a participant in the National Program.

Hawaii's College Savings Program switched program managers in November 2007 from Delaware Investments to Upromise Investments, Inc., which was acquired by Ascensus College Savings in 2013. The program uses Vanguard Funds in its age-based option, four multi-fund fixed options, and four individual-fund options. Accounts can be linked to the Upromise rewards service.

The Idaho College Savings Program (IDeal) is managed by Ascensus College Savings and offers 10 investment options: twelve target enrollment portfolios, six fixed portfolios using Vanguard mutual funds, and a Savings Portfolio invested in the Sallie Mae High-Yield Savings Account. Accounts can be linked to the Upromise rewards service.

The Illinois Bright Directions Advisor-Guided 529 College Savings Program, sold through brokers and fee-based financial advisors, features an extensive multi-manager platform offering a large number of age-based, static multi-fund, and individual-fund options. In November 2017, the Bright Start Advisor-Sold College Savings Program combined with the Illinois Bright Directions Advisor-Guided 529 College Savings Program. Investments in Bright Start Advisor-Sold College Savings Program accounts were automatically transitioned to the corresponding Bright Directions portfolios.

Union Bank & Trust Company succeeded Oppenheimer Funds, Inc. as program manager of the Bright Start College Savings Program in July 2017. The Illinois direct-sold Plan features three age-based options using either a multi-firm or index-based strategy, three target portfolios, three index target portfolios, individual fund portfolios from a number of fund families and an FDIC-insured option.

College Illinois! was established to make college accessible and affordable for Illinois students and families. Program enrollment for 2023-24 is currently on hold pending continuing discussions with policymakers to help define proposals that will strengthen College Illinois! and efforts to move those proposals forward in the legislative process.

Illinois ABLE is offered through the National ABLE Alliance. The plan is established under the Illinois ABLE account program legislation and Section 529A to encourage and assist individuals and families in saving private funds for the purpose of supporting individuals with disabilities to maintain health, independence, and quality of life, and to provide secure funding for disability-related expenses on behalf of designated beneficiaries with disabilities that will supplement, but not supplant, benefits provided through private insurance, federal and Illinois medical and disability insurance, the beneficiary's employment, and other sources.

In September 2008, Upromise Investments, Inc., which was acquired by Ascensus College Savings in 2013, took over the management of the Indiana CollegeChoice 529 Direct Savings Plan from JPMorgan, and it now features a year of enrollment option, eight individual portfolios using a variety of investment managers, and an FDIC-insured savings account from NexBank. Accounts can be linked to the Upromise Rewards service.

Upromise Investments, Inc., which was acquired by Ascensus College Savings in 2013, became manager of the Indiana CollegeChoice Advisor 529 Savings Plan in September 2008, replacing JPMorgan. The plan uses BlackRock, Schwab, DFA, American Funds, T.Rowe Price, Carillon Tower Advisors and Vanguard funds in its Year of Enrollment Option and mutual funds from various investment managers in its individual portfolios. The plan also offers an FDIC-insured Savings Portfolio from NexBank and the Capital Preservation Portfolio invested in the New York Life Guaranteed Interest Account. The plan allows for the creation of tax-advantaged savings accounts for individuals with disabilities to pay for disability related expenses without endangering access to vital public benefits.

College Savings Iowa is a direct-sold 529 college savings plan available to residents of any state offering low fees and 14 investment options from Vanguard. Iowa residents may enjoy a state tax deduction for contributions to the plan.

IAble, Iowa's Achieving a Better Life Experience (ABLE) plan, is offered through the National ABLE Alliance. The program is sponsored and administered by the State Treasurer of Iowa. IAble is part of the Iowa Able Savings Plan Trust, which was created under State legislation in 2015. Established as an investing vehicle to allow individuals with disabilities and their support system the opportunity to save and invest money for Qualified Disability Expenses without risking essential federal government benefits, IAble is a qualified ABLE program under Section 529A and any regulations and other guidance issued thereunder.

The IAdvisor 529 Plan is managed by Voya Investment Management Co. LLC. Voya succeeded Upromise Investments as program manager in March 2013. The revised program features an age-based option, four static allocation options, and 12 single fund options utilizing Voya funds managed by Baillie Gifford Overseas Limited; BlackRock Financial Management, Inc.;Brandywine Global Investment Management, LLC; Brookfield Investment Funds; Credit Suisse AssetManagement, LLC; Delaware Investments Fund Advisers; Hahn Capital Management, LLC; LSV AssetManagement; Polaris Capital Management, LLC; Van Eck Associates Corporation; Voya InvestmentManagement Co. LLC; and Wellington Management Company LLP.

The plan is created under the state's ABLE legislation to authorize the establishment of savings accounts empowering individuals with a disability and their families to save private funds to support the individual with a disability and to provide guidelines for the maintenance of such accounts.

American Century manages the Learning Quest 529 Education Savings Program (Direct-sold) for Kansas, featuring three age-based tracks with a mix of American Century, Vanguard and Baird funds, one age-based track with Vanguard index funds, 12 static options, and the Cash and Cash Equivalents Portfolio. KY Saves 529

Kentucky

The manager for KY Saves 529 (previously known as The Kentucky Education Savings Plan Trust) changed from TIAA-CREF to Ascensus College Savings in February 2019. The plan features a school enrollment based option, four asset allocation options, and an FDIC-insured option.

The Commonwealth of Kentucky has partnered with the State of Ohio to create STABLE Kentucky, a program that offers the STABLE Account Plan to eligible Kentucky residents for lower annual investment fees than would otherwise be available.

LA ABLE

Louisiana

The Louisiana Achieving a Better Life Experience (ABLE) Account Program allows individuals and families to save private funds to support persons with disabilities in endeavors to maintain health, independence, and quality of life.

The START Saving Program requires Louisiana residency to participate. It is subsidized by the state, resulting in no costs to the participant above the underlying fund costs. Vanguard funds and the State Treasurer's fixed income fund are utilized in the age-based and static portfolio options. Louisiana has established a separate program for K-12 savings, the Louisiana Student Tuition Assistance and Revenue Trust Kindergarten Through Grade Twelve Program, or START K12.

ABLE ME

Maine

The ABLE ME Program is established and maintained by the Maine State Treasurer and administered by Bangor Savings Bank. The ABLE ME Program is intended to operate as a qualified ABLE program, pursuant to Internal Revenue Code Section 529A, that was adopted as part of The Stephen Beck, Jr., Achieving a Better Life Experience Act of 2014, as amended.

The Maine NextGen 529 -- Client Direct Series is managed by Vestwell State Savings, LLC and distributed by BlackRock Investments, LLC. The plan utilizes BlackRock (including iShares ETFs) funds in its Year of Enrollment options and static options. In addition, the Principal Plus Portfolio and the NextGen Savings Portfolio are available.

The Maine NextGen 529 -- Client Select Series advisor-sold 529 is managed by Vestwell State Savings Administration, LLC and distributed by BlackRock Investments, LLC.. The plan consists of Year of enrollment, static multi-fund, and individual-fund options from a number of money managers: American Century, BlackRock, Franklin Templeton, Lord Abbett, MainStay, MFS and Neuberger Berman. In addition, the Principal Plus Portfolio and NextGen Savings Portfolio are offered.

The Maryland 529 -- Senator Edward J. Kasemeyer College Investment Plan is a direct-sold 529 plan available to residents of any state, and is managed by T. Rowe Price. Maryland residents may enjoy a state tax deduction for contributions to the plan.

The Maryland 529 -- Prepaid College Trust has closed to new enrollments as of June 1, 2023.

Maryland ABLE is established pursuant to the ABLE Act and the Maryland Achieving a Better Life Experience Act signed into law April 12, 2016. Maryland ABLE is directed and administered by the Maryland 529 Board. Sumday Administration, LLC provides administrative and record-keeping services to the program under the direction of the Maryland 529 Board and Marquette Associates serves as investment advisor. The program is designed to be a "qualified ABLE Program", which status permits a beneficiary of an ABLE account established under the program to contribute and invest funds, enjoy tax-free growth on the earnings of the account, and make tax-free withdrawals to pay for qualified disability expenses under certain circumstances.

The Attainable Savings Plan is offered by the Massachusetts Educational Financing Authority and managed by Fidelity Investments.

Massachusetts' U.Fund College Investing Plan, a Fidelity-managed 529 plan follows the same approach as other Fidelity plans in Arizona, Connecticut, Delaware and New Hampshire. It features three age-based options; one using Fidelity Series actively managed funds; one using Fidelity Series index funds; and a third using a combination of the two. U.Plan

Massachusetts

The Massachusetts U.Plan Prepaid Tuition Program, not a true 529 plan, issues Massachusetts general obligation bonds (federal and MA state tax-free) which will be accepted at participating Massachusetts institutions in payment of tuition.

MI 529 Advisor Plan, managed by TIAA-CREF Tuition Financing, Inc., features enrollment-year, asset-allocation, and individual-fund portfolios using funds from nine investment managers.

MiABLE

Michigan

The mission of Michigan Achieving a Better Life Experience Plan is to encourage and assist the saving of private funds to help persons with disabilities cover costs that support their health, independence, and quality of life.

The Michigan Education Savings Program is similar to other TIAA-managed 529 savings programs. The Program features an enrollment year option, six multi-fund options, five single fund options and a principal protection option.

The Michigan Education Trust prepaid tuition program offers several options to the Michigan family to lock in tuition at Michigan public institutions. What makes this program different than most is that contributions are irrevocable.

The Minnesota ABLE Plan is offered through the National ABLE Alliance. The plan was established under the state's ABLE legislation to encourage and assist individuals and families in saving private funds for the purpose of supporting individuals with disabilities to maintain health, independence, and quality of life, and to provide secure funding for disability-related expenses on behalf of designated beneficiaries with disabilities that will supplement, but not supplant, benefits provided through private insurance, the Medicaid program under title XIX of the Social Security Act, the Supplemental Security Income program under title XVI of the Social Security Act, the beneficiary's employment, and other sources.

Minnesota College Savings Plan is a TIAA-managed 529 savings program features an Enrollment Year Investment Option, seven Multi-fund options and three Single fund options and a guaranteed option.

Mississippi ABLE

Mississippi

The Mississippi ABLE Plan is offered through the National ABLE Alliance. The program is established under the state's ABLE legislation and Section 529A and administered by the Mississippi ABLE Board. It allows an account owner to save for qualified disability expenses without disqualification from federal benefits.

The manager for the Mississippi Affordable College Savings (MACS) Program changed from TIAA-CREF to Intuition College Savings Solutions, LLC in June 2017. The plan features an age-based option, five risk-based options, three individual fund options and a guaranteed option.

Mississippi Prepaid Affordable College Tuition (MPACT) Program offers a variety of tuition packages to Mississippi families. It was closed to new enrollment in 2012, pending results of an acutarial audit and reopened to new enrollees on October 1, 2014. Contracts purchased prior to October 1, 2014 are referred to as "Legacy Contracts"; contracts purchased on or after October 1, 2014 are referred to as "Horizon Contracts".

MO ABLE

Missouri

The State of Missouri has partnered with the State of Ohio to create MO ABLE, a program that offers the STABLE Account Plan to eligible Missouri residents for lower annual investment fees than would otherwise be available.

Missouri's 529 Education Plan (Direct-sold), managed by Ascensus College Savings, features three-age based options and 16 static portfolios with funds from Vanguard and Dimensional Fund Advisors. Accounts can be linked to the Upromise rewards service.

The Montana Family Education Savings Program -- Investment Plan was renamed Achieve Montana with a new suite of investments added in October 2015. Ascensus College Savings continues to serve as program manager for this direct-sold plan. The plan features a year-of-enrollment option, five asset allocation portfolios and three individual fund portfolios including the Capital Preservation Portfolio invested in the New York Life Guaranteed Investment Account. Nebraska's Bloomwell 529 Education Savings Plan is issued by the Nebraska Educational Savings Plan Trust and administered by the Nebraska State Treasurer. The plan offers two age-based and two static options including ESG funds, and 17 individual fund options.

The Enable Savings Plan is issued by The Nebraska Achieving a Better Life Experience Program Trust and administered by the Nebraska State Treasurer, who serves as trustee to the Plan. Nevada Prepaid Tuition Program prepaid tuition program offers a variety of tuition packages to Nevada families and University of Nevada alumni.

Launched in October 2010, Nevada's Putnam 529 for America advisor-sold 529 savings plan offers an age-based option, 3 goal-based options, 10 individual-fund options, and 2 options consisting of the Putnam Absolute Return Funds. The 10 individual-fund options include several non-Putnam mutual funds.

The Vanguard 529 College Savings Plan, offered by Nevada, is available to residents of any state, and offers low costs, experience and easy-to-manage savings options.

The USAA 529 Education Savings Plan, offered by Victory Capital and administered by Nevada, is available to residents of any state, features age-based and static portfolio options and can be linked to the Upromise rewards service. The Wealthfront 529 College Savings Plan is an advisor-sold plan sponsored by the State of Nevada with Ascensus Broker Dealer Services, Inc. serving as program manager. Wealthfront is a completely online platform serving as an automated investment adviser. Wealthfront conducts a risk assessment for each account owner and, in combination with the beneficiary's expected enrollment date, allocates its participants to one of twenty custom portfolios. These portfolios may be allocated among up to nine mutual funds and ETFs from BlackRock iShares and Vanguard.

In addition to its direct-sold 529 plans, Fidelity offers the Fidelity Advisor 529 Plan through brokers, utilizing Fidelity Series funds in its age-based and static portfolio options, and Fidelity Advisor funds in its individual fund portfolio options.

STABLE NH

New Hampshire

New Hampshire enacted SB 265 (now known as RSA 195-K), which allows for the establishment of an ABLE savings account program here in the state. The State of New Hampshire has partnered with the State of Ohio to create STABLE New Hampshire, a program that offers the STABLE Account Plan to eligible New Hampshire residents for lower annual investment fees than would otherwise be available.

New Hampshire's UNIQUE College Investing Plan is Fidelity-managed 529 plan follows the same approach as other Fidelity plans in Arizona, Connecticut, Delaware and Massachusetts. It features three age-based options; one using Fidelity Series actively managed funds; one using Fidelity Series index funds; and a third using a combination of the two. The plan also offers 10 static options, one option that invests in an interest-bearing deposit account, and a stable value option that invests in a separately managed account that may invest in individual securities or Fidelity mutual funds and investment contracts issued by third-party insurance companies or banks.

Ohio House Bill 155 implements the federal ABLE Act in Ohio. The Office of Ohio Treasurer administers STABLE Accounts. Tuition Plan Consortium, LLC (TPC), a not-for-profit Delaware limited liability company is the plan sponsor. TPC has appointed Alta Trust Company as program trustee to provide trust services. TPC also is authorized under the plan documents to engage service providers to perform certain functions on its behalf and has engaged Intuition College Savings Solutions, as program administrator, and Charles Schwab, as custodian, to provide certain services.

The program is a tax-advantaged savings program offered by the Commonwealth of Pennsylvania to assist individuals with disabilities and their families in saving for disability-related expenses without jeopardizing their government benefits.

In the Pennsylvania 529 Guaranteed Savings Plan, Pennsylvania residents acquire units that increase in value over time to track average tuition increases in one of several school categories as selected by the participant. The ability to switch categories retroactively makes this a flexible option to lock in tuition no matter which particular college the beneficiary attends. Under RI's ABLE, one or more persons may make contributions to an account to meet the qualified disability expenses of the Account Owner.

South Carolina's Future Scholar 529 College Savings Plan (Advisor-sold) features an extensive menu of age-based and static portfolio options utilizing mutual funds from Columbia and a number of other fund families. Although sharing the same program name, the advisor-sold Future Scholar is significantly different from South Carolina's direct-sold Future Scholar, using actively-managed funds and index funds.

The Future Scholar 529 College Savings Plan is only available to residents of South Carolina. It offers investment options from Columbia and Vanguard and a $426,000 contribution limit. Residents of South Carolina may enjoy a state tax deduction for contributions to the plan.

South Dakota's CollegeAccess 529 (Direct-sold) program is available only to those who meet certain South Dakota residency requirements, this 529 savings program features an age-based option, one fixed income static portfolio and two single fund portfolios.

ABLE TN is administered by the Tennessee Department of Treasury and is a savings program designed to help individuals with disabilities put aside money to pay for qualified expenses. These accounts provide the opportunity to save and invest, with tax-free earnings, to help participants maintain independence and quality of life.

The TNStars College Savings 529 Program is administered by the Tennessee Treasury Department. It features an age-based option and individual investment options with underlying funds from Vanguard, PrimeCap, DoubleLine, and Western Asset.

The program management of Texas' Lonestar 529 Plan was assumed by Orion Advisor Solutions, Inc. (previously known as NorthStar Financial Services Group, LLC) in September 2014. The plan offers an enrollment year option, three risk-based portfolios, and 20 individual asset class portfolios.

The Texas Achieving a Better Life Experience (Texas ABLE) Program was established to encourage and assist individuals with disabilities and their families in saving funds to pay for many disability-related expenses critical to maintaining the individuals' health, independence, and quality of life. The Texas ABLE Program is established and maintained by the Texas Prepaid Higher Education Tuition Board with assistance from the Texas Comptroller of Public Accounts.

The Texas College Savings plan, managed by Orion Advisor Solutions, Inc. (previously known as NorthStar Financial Services Group, LLC) offers age-based investment options, three risk-based portfolios and seven static options using underlying investments managed by Artisan, DFA, Dodge & Cox, Dreyfus, Invesco, T. Rowe Price, TIAA-CREF, and Vanguard.

This unit-based prepaid plan provides Texas families with an opportunity to prepay future tuition and mandatory fees at Texas public institutions. By shifting the tuition risk to the state's public universities and colleges (under Texas law), the program is able to offer units at current tuition levels.

The State of Utah has partnered with the State of Ohio to create ABLE Utah, a program that offers the STABLE Account Plan to eligible Utah residents for lower annual investment fees than would otherwise be available. ABLE Utah accounts allow individuals with disabilities to save and invest money without losing eligibility for certain public benefits programs, like Medicaid or SSI.
