Survey shows 529 plans underutilized by affluent

The 2009 Phoenix Wealth Survey found that only 31% of high-net-worth households with children under age 18 had one or more 529 plans. The survey of over 1700 households also found that 22% had made changes to their plan as a result of recent economic conditions, with most moving to a more conservative asset allocation or to a guaranteed investment, but with 28% moving to a more aggressive asset allocation position.
