Texas Commission: prepaid tuition plan should re-open

The Texas Sunset Advisory Commission report on the Prepaid Higher Education Tuition Board suggests the the Board consider re-opening enrollment into the state's prepaid tuition plan. The report makes specific recommendations to keep the plan financially sound in the wake of 2003 tuition deregulation at the state's public higher education institutions.

The Commission also makes recommendations to enhance the popularity of the Texas 529 savings program. These include the removal of a requirement that the program manager be prohibited from managing another state's 529 plan, and the modification of the manager's substantial marketing commitment to increase bidder interest when the manager contract comes up for review in 2007.
