President Bush signs higher-education reauthorization bill

It's taken five years and 14 extensions, but the reauthorization of the Higher Education Act is now complete. President Bush signed the huge bill (HR 4137) yesterday.

The law creates a number of new grant programs for both students and colleges, eliminates conflicts of interest in student-loan programs, creates a "watch list" to shame colleges into keeping their prices low, and makes more for-profit colleges eligible for the federal student aid programs.
