Alabama
Alabama's Prepaid Affordable College Tuition (PACT) Program suspended its enrollment in 2009 and new applications are no longer being accepted. The program has offered a four-year package and one-year package covering tuition and fees at any Alabama public college or university, convertible to private and non-Alabama institutions based on a formula. The largest and one of the oldest prepaid tuition plans in the country, Florida Prepaid College Plan is helping over one million Florida families save and lock in the future cost of attending Florida's public institutions. The beneficiary or the parent/guardian must have been a Florida resident for the 12 months prior to enrollment. The beneficiary must be within the age/grade requirements for the selected plan.
College Illinois! 529 Prepaid Tuition Program

The College Illinois! 529 Prepaid Tuition Program offers a variety of tuition packages to Illinois families. The account owner or beneficiary must be an Illinois resident for at least 12 months prior to application.
Kentucky's Affordable Prepaid Tuition (KAPT)

Kentucky's Affordable Prepaid Tuition (KAPT) plan was closed to new enrollments in 2004. Participants could choose one of three KAPT packages: Value, Standard, or Premium. The first two are designed to lock in tuition at Kentucky public institutions, while the Premium plan is geared toward private college tuition rates. The program closed to new enrollment in 2004. College Savings Plans of Maryland -- Prepaid College Trust
Maryland
The College Savings Plans of Maryland -- Prepaid College Trust offers a variety of tuition packages to Maryland and District of Columbia families. The account holder or beneficiary must be a Maryland or District of Columbia resident at the time of program enrollment.
U.Plan
Massachusetts
The Massachusetts U.Plan, not a true 529 plan, issues Massachusetts general obligation bonds (federal and MA state tax-free) which will be accepted at participating Massachusetts institutions in payment of tuition. None

The Michigan Education Trust prepaid tuition program offers several options to the Michigan family to lock in tuition at Michigan public institutions. What makes this program different than most is that contributions are irrevocable. The beneficiary must be a Michigan resident at the time of program enrollment.
Mississippi Prepaid Affordable College Tuition (MPACT) Program

Mississippi Prepaid Affordable College Tuition (MPACT) Program offers a variety of tuition packages to Mississippi families. It was closed to new enrollment in 2012, pending results of an acutarial audit and reopened to new enrollees on October 1, 2014. Contracts purchased prior to October 1, 2014 are referred to as "Legacy Contracts"; contracts purchased on or after October 1, 2014 are referred to as "Horizon Contracts". The account owner or beneficiary must be a Mississippi resident at the time of program enrollment.

The Texas Guaranteed Tuition Plan, a prepaid tuition plan has stopped accepting new enrollments. However, Texas residents have alternatives including the Texas Tuition Promise Fund, a unit-based prepaid plan that enables families to prepay future tuition and mandatory fees at Texas public institutions. The account owner, beneficiary, or parent of a non-resident beneficiary at the time of program enrollment must be a Virginia resident or member of the U.S. military who is either stationed in Virginia or who claims Virginia as home of record .
SMART529 Prepaid Tuition Plan
West Virginia
The West Virginia SMART529 Prepaid Tuition Plan which is a prepaid tuition plan has stopped accepting new enrollments and its future has not been settled. West Virginia residents have alternatives with the SMART529 Direct, SMART529 Select and The Hartford SMART529 plans. See all West Virginia 529 plans here.
