Kentucky removes 1% penalty on non-qualified withdrawals
(January 9, 2004) - Kentucky's 529 savings program no longer saddles its participants with a 1% program-imposed penalty on the earnings portion of a non-qualified withdrawal. Along with the elimination of this penalty, which took effect October 31, 2003, the program has also eliminated the need to substantiate the use of withdrawals.
